Atty. Maria Lourdes C. Perfecto is a founding partner of Perfecto Neri Qulilan and Partners Law Firm, where she helps lead the firm’s commitment to provide practical, responsive, and client-focused legal services. With years of experience in public service and the legal profession, she brings a disciplined, thoughtful, and solutions-oriented approach to the practice of law. Before joining the judiciary, Atty. Perfecto served as a Legal and Hearing Officer of the Bureau of Agrarian Legal Assistance under the Ministry of Agrarian Reform, where she handled legal and administrative matters involving agrarian concerns. This early experience in government service provided her with valuable exposure to legal processes and strengthened her foundation in public service and advocacy.

 

Atty. Perfecto is a career official of the Supreme Court of the Philippines, having devoted a significant part of her professional career to judicial service and court administration. She eventually retired as Clerk of Court of the Second Division of the Supreme Court, carrying the rank and privileges equivalent to a Court of Appeals Justice. Her years of service gave her extensive exposure to legal procedure, case management, and the administration of justice, while providing valuable insight into complex legal issues and the inner workings of the country’s highest court. Beyond her official responsibilities, Atty. Perfecto likewise took on various leadership and institutional roles within the Supreme Court. She served as President of the Supreme Court Lawyers Association for fifteen (15) consecutive years, reflecting the trust and confidence placed in her by fellow members of the legal community. She also actively participated in several Court committees and programs, including the Promotion Board, Health Program Committee, Case Digest Committee, and Supreme Court Housing Program, and served as Assistant Secretary of the Committee on Revision on Rules on Court.

 

Her years of leadership, service, and experience continue to shape her approach to legal practice and strengthen the firm’s commitment to providing thoughtful, effective, and client-centered legal solutions.
