Atty. Jaybee S. Hizon is a Senior Partner at Perfecto Neri Quililan & Partners and an elected City Councilor for Manila’s 5th District. He brings to his legal practice a distinguished combination of private-sector experience and public service, providing clients with a deep understanding of legislative processes, government operations, and regulatory frameworks.

His practice covers litigation, public and administrative law, local governance, labor and employment law, intellectual property law, government procurement, corporate law, animal welfare law, and regulatory compliance. He has represented clients in a broad range of civil, criminal, and administrative matters, and regularly advises on issues involving government regulation, policy development, and administrative proceedings.

In labor and employment law, Atty. Hizon represents both employers and employees in a wide range of disputes. He is particularly recognized for his work in overseas employment matters, having successfully represented clients before the Department of Migrant Workers and the former Philippine Overseas Employment Administration.

Atty. Hizon has also advised clients in securing government contracts and navigating public bidding processes before agencies such as the Department of Public Works and Highways, the Department of Transportation, the Department of National Defense, and various local government units.

An advocate for animal welfare, Atty. Hizon has prosecuted cases involving violations of Philippine animal welfare laws. He has represented one of the country’s leading animal protection organizations in actions against individuals accused of animal cruelty.

As a multi-term member of the Manila City Council, Atty. Hizon currently serves as Assistant Majority Floor Leader and Chairman of the Committee on Laws and the Committee on Rules and Ethics. In this capacity, he has led and supported legislative initiatives aimed at promoting responsive, accountable, and transparent governance.
